less horsepower to the ground making it easier to ride in the wet plus a suspension setting that is easier to handle in the wet than in the dry...for example. what to you think GP riders put in to a wet ride, about 90% of the potential capability of the bikes, maybe. Makes a big difference.

in racing, rain is the great equalizer. Meaning, rider skill is more evident than on the dry.
Now, as far as equipment goes the answer is much more complex. Electronics, frame, suspension and how it all works or does not work together with the spec tire.

Sure makes one think about the rider ability...
Maybe there should be NO electronics other than to fire a spark plug...

that was discussed to death among motorcycle and car racing organizations many years ago. I don't think it's ever going to go back to those days.
Kart racing might be the last place left where driver skill is everything. No wind tunnel, no ecu, no CAD. Just 4 wheels/tires, a sled, and a push start engine.

In the spirit of it being Memorail Day weekend, I'll refer you to the Robin Miller rules for the Indy 500:

You're allowed to use 8 feet of wire
You're allowed to use 250 gallons of fuel
There are maximum height, width, and weight dimensions
Everything else is unregulated
