tail-light removal

What a pain! Side covers off, then saddlebag supports to remove the inner fender to get at the bolts for the tail-light. one on each side. And now I find there is a bolt in the middle, holding the tail-light assembly from coming off. I can see the threaded end of the bolt but where I'd expect the head of the bolt to be, below the lightbulb in the reflector, there is a flat depression but no bolt head. I'm stumped.

I found removing the grab handle part once the tail light lense is of its possible to get at the bolts though the tailight reflector is very close.
It is a pain.
