Why not use very coarse/coarse sand paper and acetone to prep the tank, and screws for the areas that cannot be reached.
I too need a permanent solution for this swelling thing, although in my country the percentage of ethanol in gasoline is very low, ~5, and it's not affecting the tank/bike.
