I am short, so I had to adjust my 998 as low as I possibly can in order for my feet to safely touch the ground. I notice yesterday while riding to work (dry surface, good tires, properly inflated) that my rear end would be a little squirrelly. What adjustment would you suggest?

I realize I am not giving you a lot of data here, but it's all I got.

Were both ends lowered the same amount? For sure?

How fast does the suspension come up after you give it a push (when warm)?

Totally not enough info. I'd recommend getting a local that knows his way around bikes to take a look.
Endless list of possibilities not already mentioned:
-loose suspension connections
-old/hard tires
-grooved highway
-low air pressures
-bad geometry if one end raised/lowered more than the other
-rear shock worn out
-needs increased rebound damping
-etc........................................
