Why in Gods name didn't they make the USB port underneath the passenger seat POWERED when the bike is off!?

It would be a great spot to securely charge your cell phone while you aren't riding. I'm mainly thinking about a passenger phone I suppose, since mine is always fully charged because it is on a RAM mount on the handlebar and always plugged in while I'm riding.

Because it's smarter to have it switched as more people will want it that way and less chance of killing the battery.

Not only this, but USB socket itself is a converter 12V => 5V and it constantly drains ~ 8-10 mA even when nothing is connected to it. That's enough to weaken a regular battery or completely kill Li-ion one a couple of weeks.
