I am currently looking at the possibility of getting an ST and found a 98 and have learned from various folks that there are in fact some inherent problems and idiosyncrosies that are exclusive to the 98 only!....if you are getting it for $2000 or less...then I'd say go for it...otherwise I'd walk away!.....but if you do plan on turning it around as you say!....a future buyer is going to want to know alot about that bike that you may not be prepared to answer....so you better get knowledgable and quick!....because folks that buy ST's usually know what they are looking for and will ask specific questions...especially those looking at older ST's!!!
