Don't be so sure it's going to pass just yet.
It is currently in the hands of the Appropriations subcommittee. It has been referred to the "Suspense file" which indicates that it is slated for a more thorough analysis for its potential impact to the state budget.
This bill is not going to be a big revenue generator (in the grand scheme), and there are significant fixed costs that could sink it given that props 1-6 (maybe not 5) are probably going to fail next week, and the state will be out $26B.
