I have gone through all the recommended steps in joining the Forum. The first post I tried to make was to the "Picture of the Day" thread but got a message to the effect that I did not have sufficient privileges to post there.

Can anyone assist as to why?

The reason was because you had to post your welcome first. So, welcome.

I had put Australia, why is that not sufficient on a US forum?

You put it in your signature. We prefer that people put it in the location field in their profile so that it shows up on the sidebar instead. That's all.
