I'm confused? That article has nothing to do with the cost of building a race track. Spending millions of tax payer dollars to attract world class racing series,....... yes. Actually build a circuit and what that costs,.... no.

Just how much $$$ does it take to build a race track........capable of hosting an F1 and MotoGP race?
I believe the last two true World Class racing circuits that were built to host both the heavy hitters (F1 & MotoGP) were the Sepang International Circuit in Malaysia built at a cost of approximately $350 million dollars and the Shanghai International Circuit in China built at a cost of approximately $450 million dollars.

It sounds kinda strange to say it,but at those prices those two tracks seem almost cheap by comparison when you consider that the new Yas Marina Circuit in Abu Dhabi, which hosts only F1,was reportedly built at a cost of approximately $1.322 billion dollars.

It hosts Australian V8 Supercars as well, they were there last weekend & used the entire F1 Track this time, in previous years they used a shortened version.
