That's the bracket that holds the evaporative canister. Emissions related and not need so most people remove it.

I find it a bit strange that it was for a 1998. My bike never had one. Not sure if this first model-year needed it for California emissions, and maybe the bike was from CA?

I'm not sure where the bike came from it's not mine. I purchased a 98 to stripe some upgrades off and then resold it so I only rode it home and made it stock again and this was one of the things that the guy gave me with it. I don't have it anymore. My ST2 is an 01 and I couldn't locate this bracket on mine either (in the process of trying to figure out what it was). I was able to put termy pipes and a chip in my bike and make a couple hundred $ in the process :).
