Enquiring about '04 620ie for possible purchase

I've been a sucker for the Monster for a long, long time. Have a lead on a 2004 model 620. Have a couple of questions that I hope I can get answered.... Bike has taken a right hand spill and has the usual tank dent/ding. I know there was a guy that I remember reading about on the list that people were sending their tanks to, to be repaired/repainted. What can I expect to have to pay to get this repaired?

Secondly, do the 04 Monsters have the red/black keys and code card?

Bike is right at the 12k mile service point and will need this done. I'm guessing around $400-$500 for the service.

Owner wants $3200obo. So, what would be a fair offer on this bike assuming it rides out well?
