Is the Arrow damper speed sensitive? Like an Ohlins / Scotts rotary damper?

I like to run the damper very light but know it will kick in if I hit a pothole, road wrinkle, etc.

We're working on a Ohlins kit but have encountered a speedbump with the mounting bracket. Although they fit, the damper clearance made the damper not sit symmetrical.

The Arrow damper like most quality dampers, are oscillation frequency sensitive. They provide damping only when needed to control rapid movement. Under normal speed of oscillation, there is practically no damping.

Here is the info according to Arrow:

The new steering dampers by Arrow Special Parts provide a damping action of the steering vibrations using the hydraulic braking managed by oil flowing through calibrated holes. The braking action of the damper can be adjusted using progressive settings. The Competition Titanium Damper model is made by two coaxial cylinders and it is equipped with knurled ring allowing 10 different settings. The outer cylinder is in titanium, while the inner cylinder is in aluminium.
