I have a Ducati 899 2015 that I haven’t ridden in a while and when I got on today the clutch wasn’t acting like it was pulled all the way in when it was... in first gear I had the clutch all the way in and it was still trying to go... then it was almost impossible to get it back in neutral

Sounds like you have some plates sticking together. Fairly common on a dry clutch bike that has had a bath or been sitting in moist environment for a while. Not very common for wet clutch like yours. How long did it sit? Go ride the thing.

3 months..... had a daughter and couldn’t really get out... but after doing some research I think I have air in my clutch line
