Just wanted to know if 748/916 wheels fit on a 998. I'm not a fan of the 996/998 wheels, and I really like the silver wheels in the picture below. But I want to keep my 916 stock.

I don't like the wheels on my 998. I like the gold wheels on my 916 (keeping those that way). But I also like the silver powder coat on the 916 I attached.

I would like to powder coat a set of 3 spoke wheels silver and put them on my 998.

Now it makes perfect sense.

The silver wheels came on the stock 748 from 1999 on to 2002 and where on the 996 in 1999. Just pick up some of those. No need to powder coat.

Yeah, it's a direct swap and the late 748 models had the charcoal colored 3-spokes. Definitely darker than the ones pictured, but will match your 998's frame. You never hear about people switching from 5 to 3 spokes. The 3 spokes are significantly heavier, but if you prefer the look that much, go for it. The other option might be to get some 3 spoke Dymags so you could actually go lighter.

My 3 spoke rims are from a 2001 so they are the darker silver ones

No. 748 through 998 are identical in this department. Some of the older Monsters too. Direct swap. I went from the 1995 era 3 spokes that were on my 916 to a set of 5 spokes off a 998. I bolted on my rotors, mounted a set of tires and installed.

It has already been said, but OP should understand that the newer 5 spokes feel a lot lighter on the bike compared to the 3 spokes. It will be a performance downgrade, but if you're after the look (which is nice BTW) and just tool around as you said, no problem. You should be able to get a set reasonably inexpensive, especially if you look in the classifieds here. Maybe post a WTB add.
