Front wheel dimensions

Can anyone tell me the difference between the S4RS and later 1198/Panagale front wheels? The reason I ask is because I am working on a An S4RS with a custom Matris front suspension and I’m having difficulty with rotor offset. It seems if I use the stock S4RS front wheel (which is the same as the 1098 wheel) I need rotors with 12.5mm offset (measured from the outside of the carrier to the outside of rotor). So far my only solution is to use 10mm offset rotors with 2.5mm washers but since I am upgrading the front wheel anyway, perhaps using a newer front wheel design could possible allow me to avoid using washers. Anyone have any thoughts on this? My parts vender has not been helpful and Matris is terrible at communication. Thanks.

Would an outside to outside of rotor measurement from a 959 help? I have a front wheel from a monster I could measure and would sell for a very fair price as well. The Monster wheel is about 13mm narrower at the axle if memory serves.
