Ducati 999 Starting

I bought a Ducati 999R used. It worked fine. After purchase I had a local dealer do the belts but did not run it for 4 months. Now, it had difficulty turning over and would not keep running. After a while, the starter button would not cause the solenoid to click anymore. I tested the button and it is fine. If I apply a 12V connection across the solenoid, it tries to start the bike but is unable to turn the bike over enough.

I believe there may be two separate problems. is it possible the dealership messed up installation of the timing belts? Would that cause an inability to keep the bike running? Also, is it possible that the ecu starter output got burned out? Any suggestions?

To preempt batter questions, I connected the bike to a large marine battery for testing.
