Valve too tight?

Currently doing my valve adjustment & I'm for the exhaust on the front cylinder kind of tight for the closer shim. I can rotate the shim with my finger without pushing on the rocker but it's really hard. When I push with the screw driver on the rocker it becomes OK. For the filler gauge without pushing I get on top .004'' & when pushing on rocker maybe .0045...

Is it OK or i'm too tight? I read that you should be able to rotate the shim with the finger without pushing on the rocker but now it's hard to do it?
