Puzzled.....
Did the dealer give you the TRP (Temporary Registration Plate)?
If so, he did so because he registered the bike when you bought it. The TRPs print out so the you can ride the bike until your permanent plates arrive.
That said, you need to contact your dealer and have them find out the status of your permanent plates. If I had to take a wild guess, I'd say he had them or he didn't send in the paperwork right away so everything is delayed.
Either way, this is HIS problem to overcome.

I have all my paperwork. I just wanted a rough estimate for how much the first plates are for a new bike.

But how did you get the TRP?
Did you register it yourself when you bought it??

Yes. Be prepared to bend over and take it in the arse for Indiana.
I just went a did the whole new title, plate and registration deal for my KTM today. It cost me $365 for 1.5 year. $250 of that was for the plates and registration and the rest was some tax and garbage fees.
IN bases the registration fee on the cost of the bike, newness or some insane formula. My more expensive and older cars are cheaper to plate than the bike. So, it is quite expensive.
If you have never done it:
bike has to be at BMV for visual VIN inspection,
take title,
bill of sale,
proof of insurance,
sale document if you paid some tax (dealer packet, I took it all) and
your drivers liscense.
IN is out of plates now. So, you will get to leave the temp sticker on, ride around with paperwork for a few weeks and plates will be mailed to us. I guess there is an issue with new plates in the state. Supposedly, the police are aware of this issue but you never know.

NO, IN does not work that way. Dealer will issue a temp but its up to the buyer to visit the BMV to handle the title, registration and plates.
Its a very messed up state and doesn't work like the other 3 states that I have lived in. All the other states, dealers can handle all this for you as you eluded to. Just not in IN!!!
Also, its quite expensive here. I get to spend over $1k ever year for 3 cars, 2 motorcycles and 1 scooter.

Wow... A Motorcycles plate in Wisconsin is $23.00 for two years, but Milwaukee makes up for it with property taxes.
