Do you really have to reset TPS after snugging up your throttle cables a little at pulley?

I didn't after taking a tiny bit of slack out and I can't see why you would have to, the throttle stop will still be in the same place.

No, but as long as you don't take out too much slack from the cables or it will 'hover' in the idle if the cable wheel cannot seat to the stop screw.

Make sure the continuum transducer has clearance too
