I have the same "problem", but did not ask my dealer yet. Will do soon.
I do not find it "normal".

While it's a common problem, it's not "normal". My 998 had developed this problem & it was driving me crazy. Then I put some new rearsets (including a new gear lever) on & the problem disappeared. I can slot straight into neutral now. I'm convinced this is because I spent a little time setting up the position of the levers to suit me.
I'm not suggesting you need rearsets or a new lever, but perhaps you need to adjust the position of the stock lever slightly? It's simple enough to do yourself.

When I installed my Woodcrafts, it was neccessary to reuse the stock lever-pivot-bushing from the original mount. It has a groove to retain grease. It was devoid of any lubricant.
I was briefly tempted to reinstall the the stock set up (after a liberal application of lithium grease) to see if that did not improve the shifters indexing and ease of use. Finishing the Woodcrafts seemed more urgent so I didn't perform this experiment.
Trying this would be a good rainy day diversion for those of you happy with the stock peg location, but experiencing notchy/glitchy shifting.

My non-dealer Ducati mechanic performs this treatment with every service on every pivot point, clutch, gear, foot and handbrake etc. My dealer doesn't, it is easy to tell because of the build up of old dirt and grease around the levers. I wonder what else the dealers don't do with the new cut rate 'CHEAP' service charges?

I think Rob998 is on the money . you may try dropping the shift lever 5 to 10 mm it solves false neutral problems as well. I think Ducati set there shift levers to high on the ST range and suspect they are doing the same for the Hypers.
My theory is We all have different size feet and it makes sense that a smaller foot would be using the end of the toe more on the lever where it is thinner and a bigger foot contacts the lever father back on the foot where it is deeper. Hence some people may find the standard position fine and others have a problem.

you might try flushing the fluid in your clutch too.... My 996 would get harder and harder to find neutral on while running. Bleed the system and it would be like new again.

No, this is not the problem.
It just skips the N. Takes a lot of force to get it shifting when running, therefore you mis the N.
When the engine is off, it's no problem.

My problem (beside a lot of false neutral between many different gears) is:
1 up to N, no problem
2 down to N, almost never able to disengage.
BTW- My foot size is 14, so I have plenty of leverage.

I use Mobil 1 and I have no problem with it whatsoever going into N when engine is on.
