speedometer drive seal

I am putting on the Marchesini 10-spoke forges aluminum wheels I bought over the winter. Does the speedometer drive seal get installed flush with the edge of its bore or does it get pushed to the shoulder. I have it pushed to the shoulder. The new seal was a real tight fit and the metal face is not square, kind of pushed inwards to the bearing. The seal is a loose fit on the speedometer drive, so it doesn't appear to do a lot. Any thoughts? Should I try a new seal? (I had to wait two weeks to get this one. The guy at the Ducati dealership said Ducati closed their US warehouses and everything is coming from Italy.)
