Try a forum search or Google for section8 superbike 998 settings. It is an outfit that was very good at providing geometry data for all to use.

No idea what 15 stone means weightwise, but there really is no magic number for setting the rider sag of a bike. Each one requires its own setting.

Put your Rebound and Compression clickers in the middle and once you feel the suspension is warm, you can bounce on it and adjust those from there.
Compression is how fast it squats when you bounce on it and is subjective to your preference.
Rebound is just that, how fast or slow it comes back up. Basically you want to bounce it and watch it come up. First set it pretty open, then watch it come up. What you will see when it is open, is that it will come up then settle back down 1-2mm. You want to slowly close it off until it comes up a little slower and no longer settles from over rebounding. - That is a good starting point for rebound.
Have fun.

Find the second 8 page for suspension setup and geometry. It's one of the best set ups without offset triples or other expensive stuff.

Yes

From the 998S FE Owners Manual

"Page 27 - Front Fork Adjusters
STANDARD Factory settings is as follows:
compression 10 clicks
rebound 12 clicks

Max setting range for softest damping adjustment is 24 clicks (rebound) and 28 clicks (compression).
To change the preload of the spring inside each fork leg, turn the hex adjuster with a 22m hexagon wrench - Factory setting is 10mm.

Important
Adjust both fork legs to same settings"

"Page 28 - Shock Absorber Adjusters
The shock absorber has outer ajusters that enable you to adjust your motorcycle to the load. The adjuster (1) located on the left side, on the connection holding the shock absorber to the swingarm, controls rebound damping.
The adjuster (2) on the shock absorber expansion reservoir controls compression damping.
Turn the adjusters (1 and 2) clockwise to increase damping, anticlockwise to reduce it.
STANDARD SETTING:
turn the adjusters (1 and 2) all the way in (clockwise) then slacken them 14 clicks.
Two ring nuts (3) located on the top section of the shock absorber are used to adjust the outer spring preload.
Turn upper ring nut to change spring preload.
Then tighten or slacken the lower ring to increase or decrease spring preload as required. Once adjusted tighten the upper ring nut."

There are warnings too!! If you want those let me now - enough typing now!
