the plastic cap on the end of the fandango mounts
You know the little plastic cap that covers the aft end of the nonfango pannier mounts. I need one of those. The Ducati parts manual doesn't list it as a part. Anybody know where to get one? So far I've resisted the black electrical tape fix.

I doubt a shop will hold such a part but you could try emailing your US Importer or Distributor for Non-Fango who might be able to help.
(Didn't they go bust though ? If so would be Givi you need as the rails are pretty much the same for both)

Got a photo of the cap?
What does it do? What problem are you having?

Nonfango is actually still around. I found a customer service email thru Nonfango.com. I contacted them and this winter for about $5 thru paypal I was able to get the rubber bumpers for my pannier frames. They also threw in the tube end caps, but were the wrong size. Get on Google to search for tube end caps, its a common item for desks, chairs & whatnot. I got free samples from one company to replace my missing one. Sorry I don't have any details on name or contacts.

I found who I got it from: Component Force - Plastic Caps, Plastic Plugs, Tube Inserts, Rubber Feet, Castors, Hand Grips & Plastic Sleeves, Nylon Parts, Rubber Caps & Plugs - Component Force - USA - search their "oval insert" section based on the size of the tube. I narrowed it down to 2 & they sent me a free sample of each (I only needed 1).
