How do you create a "Sticky" thread?

Is there a way for a regular forum user to create a sticky thread, or is this something only moderators can do?

If it's the latter, how do you know which mod to contact? Does each forum have a specific moderator?

For instance, in the Sport Classic forum, the subject of whether or not you can install bar risers on a Paul Smart or Sport 1000S comes up over and over and over and over again. It would be nice if we could create just one thread with the pertinent information in it and stick it right up there at the top. There's so much information - and misinformation - about the subject, that anyone attempting to do a search will find such a confusing mish-mash of answers, they'll never figure it out.

So how would one go about posting a "sticky"?

Only mods and admins can create "stickies".

Each section has it's moderators, and some mods take care of more than one section. If you look at the bottom of the sections main page, the mods are listed there.

In this case, it's geospencer, Reducs .

That'd be a good plan for a sticky. If you have any other ideas, we'd love to hear 'em!
