Forks in oil bath

I finally got around to getting my bike painted, i took apart the forks today and stripped them bare metal. they came apart easy and looked like they have never been touched before. the bike is a Cadet 100.

there was no oil in them, but the manual says, "front fork assembly is long-travel, telescopic, mechanic in oil bath. (each leg contains 20cc of |AGIP| F-1 Multigrade"

all it is is the main center tube, the bottom tube (that would holt the oil and the sping locks down into) and a top sheild thing.

in-between the bottom of the fork and the telescoping centre tube there is no seal and dosent look like there is a spot to put them. were these bikes made with no seals to just ahve the spring in a "bath" of oil?

and wtf is "multigrade"oil?

Yes, the oil was just there to keep the springs from rusting and the bushings (as they are) from wearing too fast. Most forks in the '60s had NO damping.

Multigrade refers to 5w-10w , or 10w-40w oil. Not a straight grade like 30w or 40w.

so would i have for seals in it? because there were none upon dissasembly, after i attach the inner tube to the base via the internal spring, the centre shaft wobbles a bit, in the base bucket part, am i missing seals/bushing in-between the centre shaft and the bottom peice that retains the oil?
