The ballast resistors are there to permit the ignition coils to operate at less than 12 volts. And why would you want the coils to be able to do this? Because the voltage from the battery often drops below 12 volts when the engine is being cranked over.
However, once the engine is running, the battery voltage recovers back to 12 volts (or more). And that's when the resistors come in. They 'resist' the full voltage of the battery getting to the coils.
Now I
think that the original coils were 3 ohm. So if the Dyna coils are 5 ohm, you probably need to ditch the ballast resistors. But don't quote me ...

Resistor caps also have the effect of extending the duration of the spark. However, there's no such thing as a free lunch: the spark tends to be 'weaker' 'cos you lose a bit of energy due to the resistor.
So you can try without using resistor caps. But, as he wrote at the end of his piece, I know John Wilson was always a fan of them.
