Can't say anything specific about your state but I'd treat it as a malfunctioning traffic light. Download a copy of your state's current DMV manual. Probably doesn't mention anything about how long you have to wait at a malfunctioning traffic light. It usually states you must treat a malfunctioning traffic light like a stop sign.
Of course its easier to make the call when at a turning light. Having waited a light cycle or 2 for those going straight and the turn light still doesn't trip, I'll make the turn. It's tougher when you are trying to trigger the light to go straight across.
As for something that will trip the light, I've been told by someone who used to work on traffic light controllers that they can adjust the sensitivity but I've never asked to have it adjusted. I tried putting the kick stand down promptly shut off the bike (I was still in gear

For now I just wait for a reasonable period of time after stopping and then proceed.
