Are the radiator guards able to be removed/replaced without draining the radiator?

Yup. Cox Racing Radiator guards are the ones I get. I've bought 5-6 pairs already. Streetfighters guard can be put on in 10minutes. They work very well too. Made in the USA and it will last you forever.

I tried taking mine off a few weeks ago to paint them black. They're loctited so hard, it just wants to round out the allen bolts.

My plan was rubberized spray-in bedliner.

I use the rubberized bed liner - works great! Doesn't get blown off by the tire kick-up... (at least hasn't yet)

Thanks for the heads-up LPMR... those hex screws were tight! I had to make sure on one of them that I had the hex wrench totally in the screw head as it was super tight.

You're talking about the side guards right? The Shift-Tech CF guards are really nice, but they could have coloured the heatpads black instead of leaving them green. To answer your question, yes, the RHS guards takes a little jiggling to remove but it can be done.
