I will probably get some flack from someone here, but I very carefully used a large pair of channel lock pliers to turn the spanner eccentric to change the steering head angle.

pSSH. I used a hammer and a screwdriver and tapped it around into place. Channel locks seem like the way to go!
And to OP, you dont have to take off the top nut to take off the top triple clamp. IIRC its 3 hex screws that clamp it onto each fork tube and the top nut, and then the steering damper if you have one. Itll slide right off. Takes a little massaging to get it back on, but its a slide on-slide off type of piece. No big deal.
OH! and if its so hard to turn... Did you losen up the two hex bolts on the steering stem collar? and take out the lock pin (also a hex bolt).. (Also in the collar) ????
