If that Duc has a motor of 49 cc's or less it doesn't have to be registered in CT. I don't know about the legality of headlight, signals, etc. I'm assuming it doesn't need them.

With only 30 cc, it'll drive the bicycle about as fast as I care to go, considering the rim brakes.
