If by "dirty lens" you are refering to the dark spot on the right side of the photos, those are caused by dust on the sensor, not a dirty lens. Try the "clean now" feature of your camera. If that doesn't work, a good camera store can clean the sensor for $40-$50. Don't let them talk you into a $200+ full camera cleaning.
I have to get the sensors of my cameras cleaned about once a year, especially the 7D/100-400 zoom. The zoom acts as a baffle which sucks dust into the camera.

I'm thinking there you are either slightly out of focus or need to balance your shots with a little faster shutter speed. That lens should have a lot of potential but I am not feeling it so far with these photos. For sensor cleaning I do it myself via this method:

i was actually shooting a lot of photos. i was having an issue with the sun too. but i would snap like 30-40 of each plane as it was coming over me. i'm going to look for a higher quality lens.

Don't give up on it yet! Try taking that UV filter off. What filter did you buy? Cheap filters can cause problems. If you’re going to use a filter, don’t cheap out on it.

i went to a ritz camera at the mall as that was the only thing open to get a filter and its a quantary.

Sorry to say, but my experience with Quantary is that it may make a better beer coaster. The Ritz house brand, Quantary, is typically rebadged lower end quality stuff from several already kind of low end brands. There were a few gems, like a rebadged Tokina 19-35, but the gems are few and far between.
I’ve purchased a few filters and items like that from the eBay sellers listed in China. They have what they say that have and it ships fast. My CPL is a high end Hoya brand and was sold for much less than I could get it from local, US distributors.

I agree with Dan, generally the filter is a waste of time. If I have to use one it is a B&W or Hoya. There is generally no point to having one with digital photography except CPL for proper effects or Neutral Density when you need a few stops slower shooting.

My advise is to stay away from the mall chain stores and find a good, local camera store such as the one I shop at.
Kenmore Camera
At the recommendation of Kenmore Camera, my filters are B+W and Hoya. I still use UV filters to protect the lenses from scratches as it is cheaper to replace a filter than a lens. I do much of my shooting along the waterfront and a salt spray will build up on the filters which periodically need cleaning.

bill i found a store in downtown boston called bromfield. i actually purchased my d40 there back in 07. they said they clean the cameras in house and to do my d200 it'll be 60 bucks. now check this out. i put back my sigma lens to take some pictures of some jeeps i bought today. and that spot didnt show up on my pictures.
